I think you'll find it probably would.  You have to use the `D' key to
reject its suggestion to select it, and then `Q' rather than `q' to
quit so it doesn't ask you again.

If people don't like this aggressive behaviour with `Recommended' I'm
open to suggestions as to how to relax it (or improve the user
interface in other ways), but IMO `Recommended' is supposed to be a
strong suggestion.

Smail shouldn't be listing it as `Recommended' - I'm fixing the Smail
package to allow several alternative mailers to satisfy the
requirement.
