Using emacs under X, not all of the anchors are highlighted, nor are 
they
"mouse-active."  However, cursoring down to the anchor and pressing 
<ENTER>
takes me to the target node.

For instance, after I follow the libc node from DIR, none of the anchors 
are
fontified, nor mouse-active.  However, the standards node is fully 
fontified
and mouse-active.

This is not specific to the libc info anchor - there are several more
examples.
