The NNTP command `LIST subscriptions' is used by trn when setting up a
new newsreading account.  Presumably this is supported by the NNTP
reference implementation.

It doesn't appear in the RFC, but it would be useful to provide it.

It should probably return the contents of /etc/news/subscriptions, if
it exists.
