Subject: ange-ftp fails

ange-ftp is not working for me.  In the *ftp buffer, I see a null at
the begining of each line.  [I have the TERM environmental variable
set to dumb or emacs.]  The message I get from emacs is that the open
failed -- though the message I see in the buffer indicates success.

I've also seen this behavior occasionally (null at the begining of
lines) when using the emacs grep command.

I've tried running ftp directly (or indirectly, using `env`) and I
don't get these nulls.  I must presume that this is a problem with
emacs.

Also, I don't always get this problem.  Yesterday, for instance, I
used ange-ftp in this same emacs session to upload the w3-el package.
