Ian,
I see this as a non-bug, so I'm closing it.
As I understand it, you're questioning that a SIGINT
goes to the child process. I see this as a designer's
choice issue with arguments to be made either way. If
you have an argument to make on this issue, I invite
you to make it directly to the designers of less
(and/or bash).

Try the following:
>From within an X session, run `less' on a file. Type at it,
!xterm&
You'll see the xterm appear, and less will say `done' or some such.
When you get back to the main `less' display, press ^C. The xterm
disappears.
I conjecture that less is failing to put its subshell into a different
process group (which IMO it should), so that the xterm inherits less's
process group. This may also be a bash bug, I suppose.
