Subject: Permissions on /usr/local/lib are surprising

Version: 0.93R5
The base system installs an empty /usr/local tree, with the
directories leading up to /usr/local/lib/emacs/site-lisp for the
benefit of the local sysadmin.
However, /usr/local/lib (or perhaps it was /usr/local/lib/emacs) has
different permissions from the rest of /usr/local. IMO it too should
be g+ws root.staff. I think it was g-ws root.root.
