The elv-vi package says:
Recommends: elv-ctags | elv-fmt | elv-doc
Firstly, this is bad because elv-ctags conflicts with emacs and
elv-fmt conflicts with textutils, so what you're saying is that elvis
should not normally be installed while emacs and textutils are. You
could avoid this by losing the Recommendation, or making it Optional,
or (better) mentioning emacs and textutils as ways to satisfy the
dependency.
Secondly, you have incorrectly used | (meaning OR) rather than ,
(meaning AND).
So, to summarise, I'd suggest:
Package: elv-vi
Recommended: elv-doc
Optional: elv-ctags | emacs, elv-fmt | textutils
