The 'umount -a' in /etc/init.d/reboot (and probably /etc/init.d/halt,
as well) fails because / is already remounted read-only.  The error
message says something about not being able to chmod /etc/mtab (sorry,
but the machine reboots and I didn't have time to scribble down the
exact error message).  Anyway, the result is that the system reboots
with non-/ file systems still mount read-write.
