Andrew,
        Maybe I should have reported this bug on the base system instead of
your package directly.  The default for installing the base system (before
users get a chance to change it) is to set it up GID=UID.
        Perhaps this needs to change where it's being called from, but I
can't find the package that installs the original .bash_profile that is run
to create these users and has all the root help text in it.  I grepped all
the files in my /var/lib/dpkg/info/ area, and I looked at the script itself
but it doesn't have any comments regarding it's creation.  The real
question is a matter of, by default, how the users should be set up before
a new sysadmin gets a chance to change things.  I will let you know if I
find out where this script comes from.
        It's interesting too to see how this original script (I think) it
checkes for a /root/.configured and tries to delete itself.

Look at /etc/adduser.conf, it's an option. I prefer having users with
a users group so I change mine to that.
